This article examines the role and necessity of Uṣūl al-Fiqh (principles of Islamic jurisprudence) in shaping sustainable and value-oriented national development. While modern development discourse often prioritizes economic growth, technological advancement, and institutional efficiency, it frequently lacks a coherent ethical and epistemological foundation. This study argues that Uṣūl al-Fiqh, as the methodological framework for deriving Islamic legal rulings from the Qur’an, Sunnah, consensus (ijmāʿ), and analogical reasoning (qiyās), offers a structured system capable of guiding legislative processes, governance models, and socio-economic policies. By integrating disciplined ijtihād with the higher objectives of the law (Maqāṣid al-sharīʿah), Uṣūl al-Fiqh provides a principled approach to balancing tradition and reform. The article employs a qualitative doctrinal analysis of classical and contemporary scholarship to demonstrate how this discipline contributes to ethical policymaking, institutional integrity, and human-centered development. It concludes that the revitalization of Uṣūl al-Fiqh is not merely a theological imperative but a strategic necessity for national development grounded in justice, welfare, and moral accountability.
