In contemporary political discourse, democracy—characterized by popular sovereignty, public representation, and freedom of expression—is widely recognized as a benchmark for modern governance. However, its philosophical intersection with Islamic political thought presents a nuanced dialogue between secular human authority and divine sovereignty (Hākimiyyah).
This study aims to conduct a critical and comparative analysis between Western democratic principles and Islamic political and social frameworks to evaluate their points of convergence and divergence.
The research employs a qualitative analytical and comparative research methodology, drawing upon primary Islamic legal sources (Qur'an and Sunnah) alongside classical and modern political theory literature.
The comparative analysis reveals that while both systems share core principles such as justice (ʿAdl), mutual consultation (Shūrā), accountability (Muḥāsabah), and public welfare (Maṣlaḥah), their philosophical foundations remain distinct. Democracy grants ultimate legislative authority to the majority, whereas Islamic political theory subordinates human legislation to the normative bounds of the Sharīʿah, viewing human authority as a divine trust (Khilāfah).
The paper concludes that a synthesis is achievable through "Islamic Democracy," wherein democratic mechanisms (e.g., elections, institutional checks, and public participation) are integrated within the ethical and legal boundaries of Islamic jurisprudence, ensuring both material welfare and spiritual alignment.
